This is an attempt to bring everyone together (scientists, business leaders, government and engineers) to develop an infrastructure and market for a robust electric vehicle market in ten (10) years.

So after reading the press release, it was quite obvious that this is an effort to try and bring all the players together. However, it is not seemed to be a realistic approach to developing an electric vehicle structure for the United States.

It is a trolling method designed to catch yellowfin tuna, and buoy gear for swordfish, could significantly reduce the amount of nontarget animals killed by surface longline fishermen.</p><p>As Pew continued to tell The Green Living Guy that if this works (or should I say when the test program demonstrates that the alternative methods offer economically and environmentally viable options to surface longlines) then commercial fishermen, scientists, environmentalists, and fishery managers will work together to secure BP oil spill funds to pay for a gear-transition program. </p><p>This low-impact equipment test and using BP spill money would also help pay for this gear and training on its use. </p><p>While the results are not in yet, it’s encouraging to see a potential solution to this problem. More importantly, we cannot keep fishing the way we have in the past because it destroys coral reefs and other endangered ocean wildlife.</p><p>Common now! EPA is using ToxCast to screen chemicals to understand their potential impact on processes in the human body that lead to adverse health effects.</p><p>“Because of the high costs and length of time it takes for animal testing, not all the chemicals in use have been thoroughly evaluated for potential toxicity. ToxCast is able to rapidly screen thousands of chemicals in hundreds of tests and provide results that are relevant to various types of toxicity,” said Dr. David Dix, Acting Director, EPA National Center for Computational Toxicology.</p><p>L’oréal is providing EPA $1.2 million in collaborative research funding plus robust safety data from a set of representative substances from the cosmetic sector, expanding the types of chemical use groups assessed by ToxCast. EPA will compare the ToxCast results to the L’oréal data to determine if the reliability and the relevance are appropriate for use in the safety assessment of chemicals in cosmetics.</p><p>“For more than 30 years, we have invested in Predictive Evaluation for Safety, in other words, animal-free toxicology. ToxCast is supplemented by the Toxicity Testing in the 21st century federal agency research collaboration that uses robotics to test the chemicals.</p><p>More information on ToxCast: http://www.epa.gov/ncct/toxcast/</p>]]></content></entry><entry><title>Deadly Fishery Expansion Planned into California’s Sea Turtle Protected Area</title><id>http://www.greenlivingguy.com/greenliving/2012/3/12/deadly-fishery-expansion-planned-into-californias-sea-turtle.html</id><link rel="alternate" type="text/html" href="http://www.greenlivingguy.com/greenliving/2012/3/12/deadly-fishery-expansion-planned-into-californias-sea-turtle.html"/><author><name>Green Living Guy</name></author><published>2012-03-12T15:06:11Z</published><updated>2012-03-12T15:06:11Z</updated><content type="html" xml:lang="en-US"><![CDATA[<p>On Saturday, March 3, the federal Pacific Fishery Management Council voted to pursue the expansion of California’s devastating drift gillnet fishery for swordfish and sharks into an area that is currently off-limits in order to protect critically endangered Pacific leatherback sea turtles.</p><p>The Pacific Fishery Management Council’s action specifically asked for an analysis of just how much of the sea turtle protected area could be reduced to allow more drift gillnet fishing. The Pacific Leatherback Conservation Area prohibits drift gillnet fishing between August 15 and November 15 along the California coast north of Point Sur out to the 200-mile Economic Zone. It was established in 2001 to protect the endangered leatherback which migrates from Indonesia specifically to feed on jellyfish off the U.S. West Coast. The Council tried to open the area once before in 2006, but the attempt was defeated by conservation groups.</p><p>“All the science suggests that endangered sea turtles need more protection, not less,” said Oceana California Program Director Geoff Shester. “Drift gillnets have unacceptable levels of bycatch of some of our most treasured and vulnerable marine life, so if we want to catch more swordfish, we need to pursue cleaner fishing methods.”</p><p>Every year, the deadly fishery indiscriminately captures and kills or injures more than 130 protected whales, dolphins, seals and sea lions as well as thousands of sharks and other marine animals. The vast majority of those animals are dumped back into the ocean, dead or injured.  Expanding the drift gillnet fishery would also lead to increased bycatch of  iconic sunfish, bluefin tuna, blue sharks, striped marlin, and Albacore tuna.</p><p>A new federal bycatch report also revealed that fishery observers witnessed two endangered sperm whales entangled and killed in the fishery in 2010. Since most entanglements go unseen due to low observer coverage, federal fishery managers estimated that as many as 16 sperm whales were likely to have been injured or killed in the fishery that year. This is well above the legal limit of sperm whales allowed to be captured in the California drift gillnet fishery.</p><p>“Fishing that sweeps up the ocean’s marine mammals and sea turtles in big fishing nets, killing and maiming them, needs to be limited  — before it’s too late,” said Catherine Kilduff of the Center for Biological Diversity. “To go backwards on saving these amazing creatures makes no sense. Our public resources can’t sustain the cost of fish caught by indiscriminate fishing methods”.</p><p>The California drift gillnet fishery targets swordfish and thresher shark and uses nets that stretch a mile in length. The nets are set to “soak” overnight and catch almost all fish and animals that swim into them in the dark ocean.</p><p>The proposed drift gillnet expansion would also encroach on an ocean area that in January was designated as critical habitat for the endangered leatherback sea turtle.</p><p>National Marine Fisheries Service and the State of California are also pushing to increase domestic Pacific swordfish landings by initiating a new shallow-set longline fishery for swordfish despite the fact that the market trend in swordfish demand has been decreasing since the 1990s. Longlining along the coast is now prohibited by the State of California because of high bycatch of protected marine species and has been consistently defeated by conservationists, scientists, and the public. New lower bycatch gear will also be studied by the Council.</p><p>“The California drift gillnet fishery needs to be phased out if we are serious about achieving healthy fisheries,” said Teri Shore, Program Director at SeaTurtles.org, a marine conservation group based in West Marin, CA, that has won strong protections for marine life harmed in the drift gillnet fishery. “Sea turtles are getting more endangered, not less, these federal fishery managers are going rogue in trying to push longlining that nobody wants, not us, not the fisherman, not the state. In addition to the state rebate, Focus Electric qualifies for the existing $7,500 federal tax credit.</p><p>“Ford is providing customers the power of choice to save money at the pump – from our gas-free Focus Electric to our innovative EcoBoost® technology that delivers leading gas-engine fuel economy,” said John Viera, global director, Sustainability and Vehicle Environmental Matters. “Californians have a legacy of embracing electric vehicles, and programs like the Clean Vehicle Rebate Program provide an excellent incentive for the continued wider adoption of electric vehicles.” </p><p>HOV lane access<br />Traffic congestion continues to worsen in California where, according to the Texas Transportation Institute’s annual Urban Mobility Report, Los Angeles and the San Francisco-Oakland metropolitan area rank No. 3 and 7, respectively, for the worst congestion in the U.S. In Los Angeles alone, this congestion contributed to a total of 38 million gallons of wasted fuel over the course of a year. This congestion costs the average Los Angeles commuter an additional $1,464 a year. </p><p>Charging vs. filling up<br />The savings of driving the Focus Electric can be tremendous. Focus Electric’s 99 MPGe highway certification bests the 92 MPGe rating for the Leaf.</p><p>Focus Electric bests Leaf in other ways, too – more passenger room and a faster charging system that allows for a full recharge in just four hours, nearly half the time of the Nissan.</p><p>The EPA-approved Focus Electric label also certifies that the car has a range of 76 miles on a single charge compared with the 73-mile range of the Leaf. The Focus Electric can be driven up to 100 miles on a single charge depending on driving habits. The average driver drives 29 miles a day, according to the Bureau of Transportation Statistics website.</p><p>The approved label also will say customers could save $9,700 in fuel costs over the course of five years compared with the average new vehicle. Ford currently has 10 fuel-economy class-leading vehicles in its 2012 calendar year lineup. Additionally, Ford has nine vehicles that achieve more than 40 mpg, a claim no other full-line automaker can make. </p><p>CVRP plans for additional Ford electric vehicles<br />Ford is tripling production capacity for electrified vehicles through 2013, growing the company’s electrified vehicle capacity to more than 100,000 by 2013. In the plan released today, Defense Secretary Leon E. Panetta reiterates that the department must do its part to reduce U.S. fuel consumption not only to save money, but also to have less reliance on foreign oil and to improve security for U.S. forces who transport fuel into battle spaces.</p><p>"Energy security means a reliable, secure and affordable supply of energy for military missions, today and in the future," the secretary said.</p><p>The implementation plan outlines a three-part strategy of reducing the demand for energy, securing diverse options beyond fossil fuels, and building energy security considerations into all military planning.</p><p>"This is a question of making sure the whole department is executing this strategy and using energy to support military operations better and interoperable and in a way that supports the whole department better," said Sharon E. Burke, assistant secretary of defense for operational energy plans and programs.</p><p>The plan creates a Defense Operational Energy Board to oversee the department's progress. Military services and DOD agencies are to report to the board on their energy consumption last year and projected consumption for the next five years, the plan says. The board will work with the services and agencies on actions needed to improve their consumption baselines.</p><p>The services have reported goals for:</p><p>-- The Army to have 16 "Net Zero" installations by 2020 and 25 by 2030 -- installations that do not use more energy or water than they produce and reduce waste by recycling;</p><p>-- The Navy to reduce fuel consumption afloat by 15 percent by 2020;</p><p>-- The Air Force to increase aviation energy efficiency by 10 percent by 2020; and</p><p>-- The Marine Corps to increase energy efficiency on the battlefield by 50 percent by 2025, and, as a result, reduce daily fuel consumption per Marine by 50 percent in the same time.</p><p>The combatant commands will then report to the board on how they guide their forces to improve energy performance and efficiency, such as the ability to field fuel quickly and the use of alternative energy technologies.</p><p>The board is to develop departmentwide energy performance metrics in consultation with the DOD components and based on consumption baselines.</p><p>The assistant secretary of defense for research and engineering is to assess the department's gaps in energy science and technology and report recommendations to the board.</p><p>The plan also calls for:</p><p>-- Improving operational energy security at fixed installations;</p><p>-- Promoting the development of alternative fuels;</p><p>-- Incorporating energy security considerations into requirements and acquisitions; and</p><p>-- Adapting policy, doctrine, military education and combatant command activities to support reduced demand of energy.</p><p>"Even though the strategy and implementation plan is new," Burke said, "the department has been making progress for some time in using less energy  more fight for less fuel. We haven't been standing still on this."</p><p>Soldiers and Marines have reduced their energy consumption in Afghanistan by using solar rechargeable batteries, solar microgrids, more efficient tents and better fixed shelters, Burke said. Also, she added, the Army is using generators at its forward operating bases that are 20 percent more efficient, and become even more efficient by being wired together. The Navy, too, has made good progress by incorporating energy considerations into its acquisitions process, Burke said.</p><p>Less demand for energy and more conservation lessens the risk to troops to transport fuel through battle zones, she said.</p><p>"When you're focused on the fight, the most important thing is that the energy be there -- and that's how it should be," Burke said. "But people also are beginning to understand there is a cost to using and moving that much fuel."</p><p>Stateside, Fort Bliss, Texas, and Fort Carson, Colo., as well as the Oregon National Guard, are showing progress toward the Army's Net Zero goal, the plan released today says.</p><p>"There's a lot of good things going on, and a lot more needs to happen," Burke said. The department's energy conservation effort, she added, is both a challenge and an opportunity. The Grow Our Grassroots summit to learn how local neighborhoods can get greener and help out.

At the summit, the City also talked about the MillionTreesNYC initiative and wanted how appropriately social media to get involved in showing people how to go green.  While the Parks department talked about a community compost and create efforts to connect locally with the PlaNYC&#8217;s citywide efforts for New York City going green on the quick.

While we know that the City is doing its&#8217; part slowly but surely we can at least say they are half way there on a green target.

Brooks Bash.</p><p>"By building energy considerations into the department's processes, including the way we buy equipment and value energy when employing the force, we can improve our warfighting ability while lowering risks and costs for military missions," said Burke.</p><p>The department has already made significant combat energy improvements.  </p><p>In Afghanistan, U.S. forces have fielded improved generators, microgrids, energy-efficient shelters, air conditioners, and tactical solar to reduce fuel use on the battlefield and cut the number of fuel convoys vulnerable to attack.  At sea, the Navy has deployed shipboard hybrid-electric drives, stern flaps and hull and propeller coatings to improve efficiency. This Open Funding Opportunity Announcement (FOA) is a call to scientists, engineers, and entrepreneurs to propose early-stage research projects that would not otherwise be able to attract private investment. Such projects could lead to breakthrough energy technologies. This is the second Open FOA released under ARPA-E.</p>
<p>The open call includes electricity generation by renewable means; electricity transmission, storage, and distribution; energy efficiency for buildings, manufacturing and commerce, and personal use; and all aspects of transportation, including the production and distribution of renewable fuels, electrification, and energy efficiency in transportation. Individual awards under the Open FOA will range between $250,000 and $10 million.</p>

As part of a planned six-year, $180 million initiative, an initial $20 million will be available this year as the first step in supporting up to four innovative offshore wind energy installations. These offshore wind projects will accelerate the deployment of breakthrough wind power technologies that will help diversify the U.S. energy portfolio. Offshore wind resources in the United States are estimated at more than 4,000 gigawatts.</p>
<p>The demonstration projects will help address key challenges associated with installing utility-scale offshore wind turbines, connecting offshore turbines to the power grid, and navigating new permitting and approval processes. In addition to the new funding, DOE is continuing to work with partners across the federal government to implement a comprehensive offshore wind energy strategy, conduct resource assessments, and streamline siting and permitting processes.</p>
<p>Applicants to the competitive solicitation are expected to form consortia of energy project developers, equipment suppliers, research institutions, and marine-installation specialists. DOE funds may be used to cover up to 80% of a project&#8217;s design costs and 50% of the hardware and installation costs. Applications are due on May 31, 2012.</p>

<p><span>The Hudson Valley/Westchester area had the largest increase of any region in the state. The 550 projects completed in the region during 2011 resulted in average annual savings of more than $800 per participating household, which will impact the homeowners&#8217; energy bills for years to come.</span><br /><span>After Hudson Valley/Westchester, the region with the second largest percentage increase was the Southern Tier, where completed projects rose 78 percent from 2010 to 2011.</span></p>
<p><span>&#8220;The Home Performance with ENERGY STAR program helps homeowners reduce their energy use, cut their energy bills and improve the comfort of their homes. We expect to see this program grow in 2012 due to free energy assessments and low-cost financing that is available to homeowners,&#8221; said Francis J. Murray Jr., President and CEO of NYSERDA.</span></p>
<p><span>In part, the growth in the number of homes completing projects in 2011 reflects the activities of Energize Bedford, an organization that receives funding from NYSERDA and the U.S. Department of Energy to promote energy efficiency in Northern Westchester County.</span></p>
<p><span>A recent study of 1,012 New York homeowners conducted on behalf of NYSERDA shows that 56 percent of homeowners polled plan to make home energy efficiency improvements, and 87 percent of those plan to do so within the next three years. A total of 1,012 homeowners participated in the study, which was conducted by KJT Research.</span><br /><br /><span>Home Performance with ENERGY STAR uses a &#8220;whole-house&#8221; comprehensive assessment approach to home energy usage. Homeowners work with contractors trained in building science and accredited by the Building Performance Institute (BPI). The contractor looks at the entire house, not just one room or a single problem area, and recommends improvements for saving energy.</span><br /><br /><span>The assessment is free for most homeowners, as it funded through Green Jobs-Green New York, a program created by New York State to significantly increase the number of energy efficiency improvements in the state while creating green jobs.</span></p>
<p><span>To help homeowners pay for the recommended energy improvements, NYSERDA provides cash-back incentives and low-cost financing. As of January 30, on-bill recovery financing also has been available, enabling homeowners to pay for energy efficiency improvements through their utility bills, using the energy savings from the improvements to offset the cost of the work.</span></p>
<p><span>Homeowners with moderate to low-incomes (60 to 80 percent of the median) who participate in Assisted Home Performance with ENERGY STAR can receive grants of up to $5,000 to cover as much as 50 percent of the cost of energy efficiency improvements.</span></p>

His remarks followed a tour of the University&#8217;s Industrial Assessment Center (IAC), which trains students to become energy-efficiency experts who can identify areas to improve productivity, reduce waste, and save energy at small- and medium-sized manufacturers.

The IAC program was started by the DOE in 1976, and there are now 24 across the country.

While connecting the dots toward electrification for the masses, I was brought to this blog post by GE Reports on November 11, 2010.  It was in recognition and celebration of the fact that they GE is buying 25,000 electric vehicles for its fleet and fleet customers.  GE is really going all in on EV technology. They recognize that we need to integrate electric cars into our DAILY life.


While GE’s home and public WattStation EV chargers have been getting the lion’s share of attention, GE’s technology is interconnected all along the EV infrastructure chain — from generating clean electricity to leading the smart grid transformation to increasing efficiency and reliability. The info-graphic below gives a high-level overview of how the whole system works — and what part GE plays.

The so-called EV transformation — from both the utility side and the consumer side — will not only drive further clean-tech innovation, it will create jobs all along the EV supply chain. GE’s energy and tech teams see their involvement in the process as significant growth opportunity that’s expected to lead to up to $500 million in near-term business for GE.

Sometimes it seems like a new flashy electric car is announced every week. But the CEO of BMW North America&#8212;which has at least two electric vehicles on tap&#8212;just announced that he doesn&#8217;t think EVs will work for more than 10% of the population. Why is the company ragging on its own cars?

Jim O&#8217;Donnell, BMW&#8217;s North America chairman and chief executive officer, recently told the Detroit News, &#8220;(EVs) won&#8217;t work for most people. For at least 90 percent and maybe more of the population, (an EV) won&#8217;t work (at the current battery range).&#8221; How forward-looking, Jimbo. That&#8217;s a pretty oversimplified statement, to say the least.The Nissan Leaf, perhaps the most well-known of the new batch of EVs, has an EPA-rated range of 73 miles. That&#8217;s perfect for shorter work commutes (or longer ones if there is a charge spot/plug waiting on the other end), as well as quick errands around town. It&#8217;s not so useful for long weekend trips. And since Americans love their weekend getaways, this is a problem.

(NASDAQ: ENER).

Based in Rochester Hills, Mich., Ovonic is the global leader in Nickel-Metalhydride (NiMH) battery technology, including the production of cathode active materials (CAMs) for this battery type. The company also has a battery materials research facility in Troy, Mich.

Ovonic is the inventor of the NiMH technology as it is used today, and has a patent portfolio of 97 U.S. and international patents and patent applications in this field. All major producers of NiMH batteries are currently working under license from Ovonic.

As part of BASF, Ovonic will be managed under BASF’s new global business unit “Battery Materials,” which was launched on Jan. 1, 2012, to integrate the company’s current and future battery materials-related activities within a single operating unit managed by its Catalysts division, based in Iselin, N.J.

While India currently has six nuclear power plants (NPPs) with 20 reactors generating 4,780 megawatts, seven other reactors are under construction and are expected to generate an additional 5,300 megawatts.

This current rate of nuclear power generation pales into insignificance with New Delhi&#8217;s future plans, as on 22 February Power Minister Sushilkumar Shinde told a seminar at the India International Nuclear Symposium, &#8220;India plans to have a total installed nuclear capacity of 63,000 megawatts by the year 2032, using both indigenous technology and imported reactors. Nuclear technology has several distinct advantages - it is compact and highly manageable in terms of handling, transportation and storage of the fuel. Thermal technologies have the problems of greenhouse gas emissions, fly-ash and handling, transportation, storage problems of large quantities of fuel as well as availability of coal.&#8221;

Internal documents reportedly from a free-market group were published online this week. If they are genuine, the documents reveal that some of the nation’s largest fossil fuel interests are funding attacks to discredit climate science, including in public schools.

The Heartland Institute disputes the authenticity of one document, but elements discussed in that document are covered in the others, too. The documents show that the Chicago-based group derives its funding from several sources and enjoys substantial support from the Charles G. Koch Foundation and Murray Energy Company. These groups represent the largest private oil and coal interests in the United States, respectively. 

Meanwhile, the documents refer often to an anonymous donor who has offered major support for the group’s efforts to undermine climate science, including a plan to challenge the teaching of climate science in public schools.

EPA’s Energy Star program has helped these 90 leading organizations achieve the President’s goal by providing them with a proven energy management strategy, which includes a focus on ongoing performance measurement and whole-building improvement.

Energy Star Leaders have cumulatively saved more than $150 million on utility bills and prevented greenhouse gas emissions equal to the electricity use of nearly 95,000 homes.

“Making our buildings more energy efficient is one of the most effective ways for American businesses, government and other organizations to save money and reduce the pollution going into the air we breathe,” said EPA Administrator Lisa P. Jackson. “With help from EPA’s Energy Star program, these leaders are benefitting their bottom lines while protecting our health and the environment.”
